I'll say this comes down to an argument over percentages. We use more measured practices like syringes and/or a scale. For an air fresheners you could probably get away with just doing a set amount of drops and going from there. You input the ingredients, in your case it'll just be vg and flavors, at certain percentages and it will tell you what to mix. There are plenty of ejuice (the stuff we vape) recipes calculators online, android, or ios. Should be a good starting point for determining how strong to make a mix.
